Liberty Insurance Vietnam
One of Vietnam's earliest foreign insurers, now a Chubb Limited subsidiary — a genuinely broad "-Care" product range spanning vehicle, home, health, travel and business insurance, with a 24/7 toll-free hotline and a transparent, fast claims process.
Every insurer in this directory is reviewed on an ongoing basis by our advisory board against 5 professional criteria — Reliability, Benefits Value, Flexibility, Pricing, and Admin & Claims. Insurers are re-rated as regulations, reinsurance backing, and claims behaviour change, so what you see here reflects our current standing recommendation, not a one-time listing.
Ownership update: Liberty Mutual agreed in March 2025 to sell Liberty Insurance Vietnam to Chubb Limited; Chubb confirms in its own SEC filings that the acquisition completed on 2 February 2026. Liberty's own transition communications state that policy services, coverage and claims handling remain unchanged through the transition — the products and contacts below are otherwise current, but expect the Liberty brand and backing to migrate toward Chubb over time. Confirm current underwriting entity with your advisor before binding new cover.
No single insurer fits every risk
We represent more than 25 insurers precisely because medical, vehicle, home, factory/office, and professional liability cover each reward a different kind of underwriter. An insurer we rate highly for expat medical cover may not be who we'd recommend for a factory property policy. This profile tells you what Liberty Insurance Vietnam is — and isn't — the right fit for.
How Liberty Insurance Vietnam scores on our 5 criteria
Scored out of 5 on each criterion. See the full methodology for how we assess reliability, benefits, flexibility, pricing and claims handling across all partner insurers.
Reliability
Present in Vietnam since 2003, but currently mid-transition — Chubb Limited completed its acquisition on 2 February 2026, and the underwriting entity, branding and financial backing are still migrating. Renewal terms are also not guaranteed: Liberty can adjust rates, terms and limits at each renewal.
Benefits Value
A genuinely wide product range for a single insurer — vehicle, home, health, travel, personal accident and business lines — a real strength, even though individual health plan limits are more modest than the top international expat insurers on this directory.
Flexibility
Tiered plans exist across most product lines (Basic/Executive/Premier for AutoCare, H1/H2/H3 for HealthCare) with some optional modules, but customisation is limited to picking a pre-set tier rather than building a fully modular plan.
Pricing
Competitively priced, generally at or below market for the base protection offered — the trade-off is the lack of a renewal guarantee rather than the sticker price itself.
Admin & Claims
A published, step-by-step claims process and a 24/7 toll-free hotline are genuine positives, but the ownership transition to Chubb adds some near-term uncertainty to service continuity that we're watching before rating this higher.
A pioneer foreign insurer, now backed by Chubb
Liberty Insurance Vietnam (LIV) was one of the first foreign non-life insurers to enter Vietnam, opening a representative office in 2003 and receiving its investment license to operate as a 100% U.S.-owned general insurer shortly after. It grew into a genuinely broad "-Care" product family — AutoCare, MotoCare, HomeCare, HealthCare, MediCare, FamilyCare, TravelCare and Personal Accident for individuals, plus SMECare, Engineering, Liability, Marine Cargo, Property & Business Interruption, Workers' Compensation and Group Medical for businesses — distributed through 56 branches, 2,600 brokers and agents, and 26 finance partners nationwide.
In March 2025, then-parent Liberty Mutual Insurance agreed to sell its Thailand and Vietnam operations to Chubb Limited. Chubb's own SEC filings confirm the Vietnam acquisition completed on 2 February 2026. Liberty's transition communications state that policy services, coverage and claims handling continue unchanged through the transition, with the Liberty brand and contact channels still current at the time of writing. Liberty Insurance Vietnam's health and personal accident products are only available to Vietnamese citizens and permanent residents — not open to foreign nationals without permanent residency status.
Regulation & financial backing
- Now a subsidiary of Chubb Limited (NYSE: CB) following completion of Chubb's acquisition of Liberty Insurance Vietnam on 2 February 2026, reported in Chubb's Overseas General Insurance segment.
- Previously a wholly-owned subsidiary of Liberty Mutual Insurance (founded 1912, Boston, USA) — one of the world's largest P&C insurers by gross written premium.
- Head office: 18th floor, Vincom Office Building, 45A Ly Tu Trong Street, District 1, Ho Chi Minh City; branch office in Hanoi (Lotte Center Hanoi).
Who we recommend Liberty Insurance Vietnam for
Ideal client profile
Vietnamese citizens and permanent residents who want to consolidate vehicle, home, health, travel and accident cover with one insurer at competitive pricing, and who value a fast, transparent, well-documented claims process over the absolute lowest premium. Also solid for SMEs wanting bundled business cover (SMECare, engineering, liability, marine, property, workers' compensation). Not a fit for foreign nationals without permanent residency shopping for portable expat medical insurance, or for anyone wanting a guaranteed, unchangeable renewal — Liberty (like most Vietnamese insurers) can adjust rates and terms at renewal.
AutoCare
Comprehensive car insurance in three tiers (Basic, Executive, Premier), with hydrolocked engine cover, free 24/7 towing up to VND 4M/year, and self-inspection via mobile.
MotoCare / CTPL
Motorbike insurance plus compulsory third-party liability (CTPL) cover for cars and motorbikes.
HealthCare
Three tiers (H1/H2/H3) with coverage up to VND 24 billion, no limit on hospitalisation days, free annual check-up, and optional outpatient, dental and maternity modules.
MediCare / FamilyCare
Standard and family-oriented health plans, positioned below HealthCare for more budget-conscious buyers.
HomeCare
Cover for your home and contents against fire, theft and natural disasters.
TravelCare
Travel insurance for trips abroad, with claims support via Europ Assistance.
Personal Accident
Standalone accident cover for individuals, with a Group Personal Accident option for employers.
SMECare & General Insurance
Bundled SME package plus standalone Engineering, Liability, Marine Cargo, Property & Business Interruption, and Workers' Compensation cover.
Common questions about Liberty Insurance Vietnam
Sourced and paraphrased from Liberty's own site — answered here in the context of individuals and businesses based in Vietnam.
Is Liberty Insurance Vietnam still Liberty, or is it Chubb now?
Both, for now. Chubb Limited completed its acquisition of Liberty Insurance Vietnam on 2 February 2026. Liberty's own communications state that policy services, coverage and claims handling remain unchanged through the transition — the Liberty brand, products and contact channels covered here are current, but expect gradual integration with Chubb.
Who can buy Liberty's health insurance products?
Only Vietnamese citizens and permanent residents in Vietnam — foreign nationals without permanent residency status are not eligible, and citizens of countries under UN, US, EU or UK sanctions are excluded. This is narrower than most other insurers on this directory.
Is my renewal rate guaranteed to stay the same?
No — under Vietnamese insurance law, Liberty can adjust your rates, terms and benefit limits at each renewal to remain profitable, the same as most locally-regulated insurers. It's worth reviewing your renewal terms each year rather than assuming continuity.
What happens if I have a car accident?
Call 115 if anyone is injured, then Liberty's 24/7 hotline (1800 599 998) for guidance, then 113 if police involvement is needed (theft, break-in, vandalism). Liberty sends an adjuster to assess the damage and pays your chosen repair garage directly once the claim is approved.
How fast are health claims paid?
For treatment inside Liberty's direct billing network, you generally pay nothing upfront beyond excess. For self-paid treatment, Liberty settles claims within 7 working days of receiving your complete documentation, and reimburses within 5–7 working days after confirming settlement.
Does Liberty cover businesses as well as individuals?
Yes — SMECare bundles cover for small businesses, and Liberty also offers standalone Engineering, Liability, Marine Cargo, Property & Business Interruption, Workers' Compensation and Group Medical/Personal Accident products for larger employers.
Reach Liberty Insurance Vietnam or your advisor
For a car accident: call 115 if anyone is injured, then Liberty's hotline above, then 113 if police involvement is needed. For overseas medical emergencies on TravelCare or HealthCare policies, call Europ Assistance directly. Given the recent Chubb acquisition, confirm these numbers remain current with your advisor if this page is more than a few months old.
